Key projects are not only the "ballast stone" to stabilize economic operation, but also the "power source" to stimulate economic growth and improve the overall strength of the city. Recently, the Municipal Party Committee Office and the Municipal Government Office issued the "100-Day Action Plan of 2023 for Preparatory Work of Key Projects in Huludao" (Hu Wei Ban Fa 〔2022〕 No.69), which further clarifies the goals and responsibilities and will promote the breakthrough of key projects in our city. 　  

According to the Action Plan, the Municipal Government will focus on the "100-Day Action Plan of 2023 for Preparatory Work of Key Projects" from January 3 to April 15, 2023, aiming to seize the golden period for procedures completion in winter, further optimize the review and approval process, shorten the time-limit for examination and approval, improve the examination and approval efficiency, and centrally handle various preliminary procedures such as project establishment, land planning, energy assessment, environmental assessment and construction permit for new projects in 2023, so as to promote the commencement of key projects as soon as possible. 

The Action Plan defines the work target of the 100-Day Campaign: before April 15, it will take 100 days to complete all preliminary procedures for more than 100 projects with conditions for commencement, and strive to start construction one by one before the end of April. Through this activity, 100 projects will be launched quickly, the investment of RMB 10 billion yuan will be accelerated, and the total scale of RMB 100 billion yuan will gradually accumulate. At the same time, we will pay equal attention to newly started projects and projects under construction, grasping the early stage and promoting the resumption of work, and strive to reach 210 such projects by April 15, with a resumption rate of more than 80%. 

In order to ensure the smooth progress of the work, the Government has set up a Leading Group for the 100-Day Campaign on the Preparation of Major Projects in Huludao, with the Secretary of the Municipal Party Committee and the Mayor as team leaders, relevant members of standing committees and Vice Mayors as deputy leaders, and all regions and departments as member units. The Municipal Leading Group Office is set up in the Municipal Development and Reform Commission (Municipal Project Development Service Center), which assumes the functions of overall coordination, dispatch promotion, supervision and notification. 

The Action Plan specifies the key tasks such as project establishment, environmental assessment, energy use, land use, electricity use and capital involved in the pre-project procedures, as well as the leading departments and responsible units. According to the unified arrangement, the 100-Day Campaign will be carried out in three stages: mobilization and deployment (January 3-10), centralized processing (January 11-April 15) and summary of activities (after April 16). The Action Plan also proposes the establishment of a top-level promotion mechanism, a piecemeal guarantee mechanism, a high-frequency scheduling mechanism, and a publicity and supervision mechanism to ensure that the goal of the100-Day Campaign goal is achieved on schedule.
